Serena ArmstrongSerena was admitted to the legal profession in 2004 and joined the town planning practice of Best Hooper as a senior associate in 2015. She has worked with developers, councils and the State government on a broad range of planning, environment and heritage matters. She commenced her career in 2003 as a tipstaff (associate) to the Honourable Justice Young AO in the Supreme Court of NSW, having completed a Bachelor of Laws (Honours) and Bachelor of Creative Arts (Honours) in 2002.

Serena’s practice includes:

-advising and assisting with permit applications and amendments to permits;
-assisting with planning scheme amendments, including rezoning, site specific controls, development contribution plans and combined permit applications and planning scheme amendments;
-advising on approval and assessment processes for major developments, including infrastructure projects, urban renewal, urban growth areas and growth area infrastructure charges (GAIC);
-preparing and advising upon incorporated documents and section 173 agreements;
-acting as an instructing solicitor for barristers at VCAT and Supreme Court proceedings and engaging expert witnesses;
-appearing as a solicitor advocate at VCAT in planning and freedom of information (FOI) matters;
-advising on when a cultural heritage management plan is required and responding to stop orders under the Aboriginal Heritage Act 2006;
-advising on heritage registration and its effects on development proposals; and
-environmental approvals, particularly where these intersect with planning laws.

Serena is a member of the Victorian Planning and Environment Law Association (VPELA).
